For most Liverpool sites, the biggest planning change in the past three months is in the Liverpool Development Control Plan (DCP) 2008. Council adopted its Stage 1 housekeeping amendments on 29 July 2026, covering trees, Aboriginal cultural heritage, childcare centres and Transport Management Plans. At the same time, two State-led rezonings now apply: Leppington Town Centre and Mannix Parade, Warwick Farm. The first stage of the new Liverpool LEP has finished exhibition but is not in force.

We found no Liverpool LEP or DCP item on OPEN EXHIBITION when we checked on 8 October 2026. What changed in the Liverpool DCP 2008 (Stage 1)?
Status: ADOPTED (commencement date not yet published). Council exhibited the Stage 1 DCP amendments from 10 June to 7 July 2026 and received one submission. On 29 July 2026 Council endorsed the amendments unanimously, with delegation to the CEO for minor and typographical edits. The report says the changes will be included in an updated LDCP 2008 and come into effect. Council’s notices page did not show a commencement notice when we checked.
Council describes Stage 1 as mostly housekeeping. Even so, several changes matter at lodgement:
- Trees and vegetation: objectives and controls now align with Council’s Tree Management Framework and Climate Change Policy. Significant trees are generally to be retained, and canopy cover improved. There are clearer requirements before removal is considered, plus new lodgement requirements for sites with identified significant trees and vegetation.
- Aboriginal cultural heritage: assessment objectives, controls and DA lodgement requirements were updated to match current legislation.
- Childcare centres: superseded controls were removed because most matters now sit under the Transport and Infrastructure SEPP. Council’s report notes that only height, side boundary setbacks and car parking can be assessed under the LDCP or LEP. Traffic, pick-up/drop-off and pedestrian safety provisions remain.
- Industrial sites: new objectives guide front boundary setbacks where the numerical control cannot be achieved.
- Traffic and transport: Australian Standards references were updated, and so were the requirements for Transport Management Plans.
- Definitions and admin: updated definitions (arborist, lopping, ring barking, topping), renamed SEPP references and removal of outdated material.
Why it matters: if your site has significant trees or Aboriginal cultural heritage sensitivity, plan for the arborist and heritage inputs before design freeze. Stage 2 of the DCP review will follow the new LEP and is expected to touch more detailed controls.
Leppington Town Centre — State-led rezoning in effect
Status: IN EFFECT. The NSW Government finalised the Leppington Town Centre rezoning on 26 June 2026 through an amendment to the State Environmental Planning Policy (Precincts—Western Parkland City). The 440-hectare precinct spans Liverpool and Camden. According to the Government and Council’s 29 July report, the new controls allow:
- building heights from 3 to 30 storeys;
- FSRs from 1.2:1 to 5:1, with higher densities closest to the station;
- a minimum 3% affordable housing requirement;
- parks, green corridors and a civic plaza.
The precinct is planned for around 11,500 homes and up to 11,000 jobs over 20 years. Council noted the report on 29 July and will write to the Planning Minister and the local State Member about infrastructure. The report also says Council is still finalising supporting DCPs and contributions plans.
Why it matters: DAs can now be lodged against the new SEPP controls. Confirm with Council which DCP and contributions settings apply on the day you lodge.
Mannix Parade, Warwick Farm — finalised and on the maps
Status: IN EFFECT. On 22 September 2026 the NSW Government announced finalised controls for the 3.2-hectare Mannix Parade Precinct, about 400 m from Warwick Farm Station. The Homes NSW proposal went through the Social and Affordable Housing Rezoning pathway. As finalised, it provides for around 545 homes (down from 670 exhibited) and at least 30% social and affordable housing in perpetuity. It also sets heights of 4 to 11 storeys, FSRs of 1.5:1 to 2.5:1 and a 2,500 m² park. The Planning Portal says the finalised rezoning amends LLEP 2008. Its map register also lists LLEP 2008 (Map Amendment No 10) height, FSR, lot size and land reservation sheets in force from the same day, 22 September 2026.
Why it matters: owners in and around Mannix Parade should check the current maps rather than older planning certificates. Neighbouring DAs may need to respond to taller future built form.
New Liverpool LEP — post-exhibition
Status: POST-EXHIBITION (not in force). The first stage of the new Liverpool LEP (PP-2024-1920) was exhibited from 20 April to 12 June 2026. It covers:
- the Liverpool City Centre, including revised bonus incentives intended to encourage long-term rental housing and reduce the commercial component of bonus developments;
- industrial precincts;
- parks and reserves;
- environmentally significant land;
- housekeeping matters.
Residential and commercial land changes are held for Stage 2. Rural land is not changed. Suburbs under separate State planning instruments, such as Austral and Leppington, are outside this review.
The Gateway determination set completion for 27 August 2026. The Planning Portal still shows the proposal at Gateway Implementation, and we have not seen a published extension or a post-exhibition report to Council. Council says submissions will be reported to a future Ordinary Meeting before the proposal goes to DPHI for finalisation.
Why it matters: city-centre and industrial projects should keep LLEP 2008 as the baseline and watch for the post-exhibition report before relying on any new bonus settings.
205 Adams Road, Luddenham — waiting gazettal
Status: WAITING GAZETTAL. This proponent-led proposal would add hotel or motel accommodation as an additional permitted use on the eastern, Agribusiness-zoned part of the site under the Western Parkland City SEPP, capped at 23,000 m² GFA. It was exhibited from 19 March to 24 April 2026 with no submissions. On 29 July 2026 Council endorsed it and delegated forwarding to DPHI, which is the plan-making authority. DPHI has extended the finalisation date to 31 October 2026, and the amendment will be notified in the Gazette once made.
City-centre contributions waiver extended to 2033
Status: ADOPTED. In March 2024 Council waived section 7.11/7.12 contributions for multi-storey residential and commercial developments in the Liverpool City Centre. To qualify, the DA had to be approved from 27 March 2024 and the occupation certificate issued by 27 March 2028. On 29 July 2026 Council resolved to extend the waiver to 27 March 2033. A follow-up report on 26 August noted that no project had yet met the conditions and flagged the risk of delaying infrastructure in the city-centre contributions plan.
Why it matters: this can change feasibility for a city-centre tower. Get Council’s written confirmation of how the extended conditions apply to your DA before you bank on it.
Cabramatta Creek overland flow study — post-exhibition
Status: POST-EXHIBITION. Council exhibited a draft review of the overland flow path study until 28 September 2026. It covers local stormwater flooding, not mainstream creek flooding, across suburbs including Liverpool, Warwick Farm, Casula, Miller, Green Valley, Prestons, West Hoxton, Middleton Grange and Cecil Hills. Once finalised, updated mapping may shape flood advice and floor-level expectations for affected lots.
What to watch next
- The Sydney Plan — WATCH. A Governance Committee report for 13 October 2026 says the plan was released on 13 August 2026. It gives Liverpool actions including 16,700 additional dwellings by 2029, renewal in Warwick Farm, investigations around Casula Station and Casula Mall, and planning for Miller Town Centre.
- Warwick Farm Racing Precinct — WATCH. After a landowner meeting on 21 July 2026, Council staff set out two options: keep the current mostly R2 zoning, or investigate an industrial and innovation precinct. A preferred way forward is listed for the 28 October 2026 Council meeting. No planning proposal exists yet.
- Austral and Leppington North contributions plan — WATCH. An updated plan with a much larger works program was flagged for Council endorsement to exhibit. We had not seen it on exhibition by 8 October.
- Comprehensive Heritage Study — WATCH. Of 136 items assessed, 61 are proposed to move to owner consultation. None are listed in LLEP 2008 yet.
- City-centre Special Entertainment Precinct — WATCH. On 17 June 2026 Council endorsed, in principle, an LLEP 2008 planning proposal to send for Gateway. No Gateway or exhibition was visible on 8 October.
- Complying development variations — WATCH. DPHI has proposed a statewide pathway for councils to approve minor CDC variations. It is a proposal only.
Practical next steps for giantA clients
- Any DA in the LLEP 2008 area: check Council’s DCP page for the Stage 1 commencement date, then brief your arborist and heritage consultant early.
- Childcare proposals: design to the Transport and Infrastructure SEPP first, then the remaining DCP height, side setback, parking and traffic controls.
- Leppington and Warwick Farm: read the made SEPP or LLEP 2008 maps, not exhibition documents, and confirm the supporting DCP and contributions settings with Council.
- City-centre sites: keep LLEP 2008 as your baseline until the new LEP is finalised, and get the contributions waiver confirmed in writing.
- Flood-prone lots in the Cabramatta Creek catchment: ask whether the draft overland flow mapping affects your site before setting floor levels.

Is the new Liverpool LEP in force?
No. Stage 1 was exhibited from 20 April to 12 June 2026 and is at the post-exhibition stage. Council has not yet reported submissions to an Ordinary Meeting, and DPHI must finalise it before it applies. LLEP 2008 remains the instrument for DAs today.
When do the Liverpool DCP 2008 Stage 1 changes apply?
Council adopted them on 29 July 2026. Its report says they come into effect once included in an updated LDCP 2008, but no commencement notice was visible on Council’s website on 8 October 2026. Check the DCP page or ask Council before lodging.
Can I lodge a DA under the new Leppington Town Centre controls?
