An interior fit-out converts a vacant or existing tenancy shell into a working, occupied space. It spans the partition layout, mechanical/electrical/hydraulic (MEP) coordination, joinery, finishes, FF&E selection, accessibility compliance, fire egress and acoustic treatment — everything inside the structural envelope of a building.
Fit-outs are distinct from building design (which covers the structure and envelope itself) and from refurbishment (refreshing an existing fit-out). The scope is usually triggered when a tenant takes a new lease, when an owner refurbishes between tenancies, or when an existing occupier grows or changes use within the same tenancy.

Do I need a DA for my fit-out?
In most cases, no. A fit-out within an existing NCC-compliant building, with no change of use, no structural alterations, and no external works, typically qualifies as Exempt Development or a Complying Development Certificate (CDC) — a fast 2–4 week private certifier pathway without council DA.
You do need a DA if the fit-out involves:
- Change of NCC class (retail → medical, warehouse → residential etc.)
- Structural alterations to slab, columns, facade or roof
- Increase in Gross Floor Area (GFA)
- Heritage-listed building (any internal works typically need DA + HIS)
- External signage visible from the public realm
- Regulated classes 9a, 9b, 9c (these almost always require DA + sector approvals)

How much does an interior fit-out cost in Sydney?
Fit-out design fees typically run $20–$62.5/m² depending on the class (Class 5 office at the lower end, regulated Class 9a/9b/9c at the upper end). Fit-out construction costs are separate — typically $600–$1,750/m² for commercial, $1,000–$2,500/m² for medical or childcare. We design to your budget and can reverse-engineer scope against a target construction figure.
How long does a fit-out take from design to occupation?
Design: 3–12 weeks depending on class and complexity. Approvals: 2–4 weeks for a CDC (most office, retail and warehouse fit-outs), 12–24 weeks for a DA (regulated classes, change of use, heritage). Construction: 4–16 weeks depending on floor area. Total typical office fit-out runs 3–6 months end-to-end; medical or childcare runs 6–12 months.
Do I need development approval for an interior fit-out?
Usually no. Fit-outs within an existing compliant building without change of use or structural work typically qualify for CDC (2–4 week private certifier pathway). You need a DA only where the fit-out triggers class change, structural alteration, GFA increase, heritage listing work or regulated class 9a/9b/9c sector approvals. What’s the difference between a fit-out and a refurbishment?
A fit-out converts a vacant or generic tenancy shell into a working space for a specific use. A refurbishment refreshes an existing fit-out — new finishes, fixtures, systems — without changing the core partition layout or spatial planning. Refurbishment is typically cheaper and faster, and rarely requires DA or even CDC where the scope is cosmetic.
Can you design fit-outs for any NCC building class?
Yes — Class 1b through Class 9c. The class determines which compliance standards, accessibility requirements and sector-specific approvals apply. Class 9a/9b/9c fit-outs need RDP sign-off under the DBP Act; Class 5 and 6 fit-outs are usually CDC-able. We have established approval experience across all classes.

Both. We hand over builder-ready documentation and respond to RFIs during construction. We also offer optional contract administration — site inspections, variation review and defects management through to Practical Completion. Many clients use their own builder; others ask us to tender to our pre-vetted network of fit-out contractors.
